Lumpy running at steady speed between 30 and 40?

My freind has a Avant TDI 1.9. He is having problems with driving the car smoothly at a constant speed (between 30 and 40). At higher speeds it is fine It starts to Kangaroo, garages locally have no idea. Anyone had a similar problem, or any ideas. You know the garages normal approach is saturation bombing technique, try lots of new parts until its fixed.

We have already changed the MAF and this made no difference.

it maybe the EGR valve sticking, engine temp sender or fuel temp sender, check for fault codes and check live readings of engine,fuel and intake temps if one or more is way out, if not clean out the EGR valve

Thanks friend. Where will the EGR valve be? Its an Audi 80 Avant.
