strange water mark under the laquer???? help!!??

hi, iv taken my audi off the road for a couple months and iv had it under a good car cover for around 1 month, the paint work is metalic black and in good condition, now iv noticed on the rear arch a small (around 5 cm ) area that has like a strange white colour which seems to be under the laquer, iv asked around and hear people saying it could be water under the laquer?

any advice if i can remove it or how do i get it fixed? im guessing buffing it wont make much difference? iv even heard hair dryer??
