it doesnt look like on the pic but you can get simular marks from a bad repair where filler was used and not primed correctly leaving was known as contour maps but like i said this doesnt look the case on yours

I'm also thinking the next step would be compounding & then working through the stages but if that doesn't work then I would wet'n'dry.
I hope you can sort this out with out visiting a bodyshop!
