AUDI 80 . 1994 2.0L 16V

Hi, Can any on suggest a problem solve for the following electrical problem on my Audi 80 2.0 16v 1994

When the car is started both the passenger and drivers electric window controls and sunroof controls don't work, then after a few minutes they will commence working, this happens every time, so it cannot be a wiring/short problem?
