91 TQ climate control questin

Hi, I'm hopeing someone might have a fix for this irratating problem. The heating system in my 91 TQ acts like it has moisture or mold in the system, when the weather cools down and I start using my heater it almost always fogs the windshield.

Any advise would be greatly appreciated.
