V8 Quattro, engine "Jerk"

On my 1990 V8 quattro it does a sort of abrupt "jerk" when you let up off of the accelerator. It is almost like you are tapping the brakes each time, but you aren't touching them. The engine runs smoothly from acceleration and while steady driving, but sometimes does a surge at idle (surging from 1000 RPM to 12-1500 RPM). I am told that there is a recall with the throttle linkage at the cruise control and that could cause this problem. Is that true? If not, any ideas?
