Avant TDI M plate lumpy at constant speeds

My freind has a Avant TDI 1.9. He is having problems with driving the car smoothly at a constant speed. It starts to Kangaroo, garages locally have no idea. Anyone had a similar problem, or any ideas. You know the garages normal approach is saturation bombing technique, try lots of new parts until its fixed.

My thoughts go straight to fueling problem......Injection Pump not timed properly?......Timing in General..........

Is the turbo working ok ?

Maybe MAF problem?
