Anti-roll bars don't lower the car at all, the measurement in mm's is the thickness.

As has been said
It is the diameter of the bar and not lowering
If you lower the car then you could be needing one to help with the problem that you can get with the drive shafts rubbing
The main reason people replace them is to help with the body roll
Body roll is bad and handling can be dramatically improved with the front and rear ARB
