Because they think that someone looking for a specific car with a £17,500 budget will see there car and be interested enough to stretch the budget. Basically they pitch their sales at people who are not in the game. And all that happens is people see someone trying a fast one and get annoyed, and the dealer loses custom as a result. After all, what makes them think that someone with £17,500 budget is going to suddenly have another £3500 to spend just because there's a car which is out of range.

If they have been bought from a company that has payed vat they will sell it with vat therefor limiting the second hand sale on to a vat registered business who will pay it. But there are ways around vat with some car sales or even better private you can ask to pay half cash half through books therefor lowering price of the car on the books and the vat price.
 
I never understood paying VAT on second hand stuff that some ones already paid VAT for when they bought it new.

You would be right. A VAT qualifying car would have previously had its VAT reclaimed by the original (and any subsequent) purchaser so VAT had not been paid as such. It must also have only been used for business throughout its life to have qualified.

For normal used cars dealers pay VAT on their profit 'margin' after allowance for costs.
