Turbo actuator pipe off. Causing issues when connected

Hello everyone, so on day 3 of my Audi a4 2.0 tdi issues. Was not sure if the timing belt had been done, so I had that changed yesterday for piece of mind. I also had it put on the diagnostics and it came up with a P0299 fault - 000 - control range not reached. I was told that on inspection the turbo actuator pipe was off and this could cause me issues. So they refitted it and the car idles fine but once revved will not go over 2 thousand revs. Does this mean my actuator is stuck? Or could it be the vnt turbo vanes that are stuck. Tried it myself this morning and issue confirmed. When you remove the actuator pipe you can hear that pressure is released. Then the car seems to run ok.

you could loosen the actuator and wiggle it to see if it opens.
Had a similar problem on a mates car.
