why is it that mpst B7 1.9 tdi i've seen are 115bhp, assuming the B7 engine block is newer or is it using an old block?

I suspect it's a marketing thing, to place some distance between the 1.9TDi and the entry-level 2.0TDi with 140 bhp.
i know you get 115bhp engines on the b6, but it was an older block like the 100bhp from my understanding
so be interesting to know the difference and which is better from engine point of view@?
