A6 Steering - help!!

First noticed the problem from a squeeky sterring belt...

2 new belts, 1 steering pump and 1 tensioner later the problem persists.

When the front end is off the ground steering works fine but as soon as resistance is on the front wheels (even just holding the wheel) it's seems like the wheels are clamped in place and the whole steering system is struggling to operate.

I don't know why this happens and all the parts replaced to date will soon need replacing again unless I can sort this.

Any ideas??
 
Sounds like it may be the steering rack itself has an internal leak and cant hold a high enough pressure to work against the resistance of the tyres on the ground
