Headlight Problems

I have a 99 1.9 TDI - it appears that as soon as the ignition is on the main beam is on, even though the light switch is turned to off (also the side lights will not work). With the ignition off the side lights will work but not the main beam. Does anyone know what the problem could be - I am thinking it could be a relay 'cause all the bulbs seem to be working.

I had similar problems but I found out that is I turn the key a click away from the full position the lights start to work again

we had odd lighting problems on a 98 A4 - turned out to be the ignition switch
