lower A6 C5 chassis with 19" rims ?

I have a 2004 C5 chassis A6 1.9 TDI SE not sport, at the moment it has 17" stock alloys.
I'm planning on putting some 19's on and lowering it a bit (30-40mm). I do quite a few miles - about 450 per week and wondered what the best options were.

Firstly will this work without any scrubbing etc and I am going to be going through tyres far too quickly ?

Re the drop - I was planning on just changing springs to eibach ones, although some people have said that its not a good idea without changing the damperstoo. So do I need to go down the coilover route ...? cost could be an issue

Secondly if I do a drop of say 40mm with 19's is the ride going to be unbearably hard, considering the miles I do, am I better going with 18's?
