A4 HIDs

I bought an 2000 A4 1.8T but it didn't come with HIDs. I have seen my make with HIDs, would you guys know why this is? What year or models have HIDs and which don't?

any info would be appreciated

A carshop said he can put an HID setup in my stock headlamps for $650 U.S.

reasonable?

They do xenon kits for around £350 ($500), so may have siomething suitable.
