I have a 1999 A4 2.8 Quattro saloon, when I bought the car the previous owner said he had fitted new front shockers, the car sat quite high so I fitted a set of Apex lowering springs to lower it 40mm, but it hardly dropped. My question is: Could he have fitted none Quattro shockers, and what affect would it have on the car if he has
 
the shocks have no effect on the ride height.

Stick a photo up, sounds like your springs are just wrong, or badly made.

Also bear in mind that sport models are already lowered by 20mm from the factory, so a 40mm kit would only typically lower it another 20 or so.
 
if you fit lowering springs to shocks that are designed for a different spring length and rate you can not only destroy the shocks but your ride will be pants.

what colour and type are they?

The shockers are a rusty red in colour but can't see a make, the springs are Apex and yellow. I have no idea how to put pics on this forum
