best plugs an oil for a t sport 190 ?

Although, it's not to everyone's taste I use NGK BK7RE copper plugs. These need to be changed quite often though, so some people prefer iridium plugs.
Oil wise, just make sure you use fully synthetic. Fully synthetic is the only option for our engines.

The yanks seem to like the NGK's but unless you like changing plugs I would just buy a set of OE (or equiv').
I'm using ELF Excellium LDX 0w30 VAG 503.01 which is the old AVS spec for the S3/TT. The spec's have changed now but I bought a 18ltr case last year so I'm not bothered!!
I would use whatever fully synthetic you're familiar or comfortable with and change it once a year or 10k. All the major names are fine.
I've used ELF Excellium 5w40 which meets the annual/fixed spec.
