Headlight discolouration peel effect

I'll try and get a pic up
But it looks like the plastic has a peel effect so not clear

Anyone else experienced this and managed to sort out?

I can't tell whether its inside or outside either

If it's the outside thats crazed you can get renovation kits from 3M, Meguires etc that bring them up nice.
