I always thought the climate control worked off of the outside temp sensor? and the sensor on top of the dash was for the dashboard display to dim when it's low light outside?
If so its the sunlight sensor, along with the outside temperature and the sun sensor the system calculates the correct temperature to issue from the climate system.
Its to combat the greenhouse effect caused by the glass.
All modern vehicles have them and they are only for cars with climate, not simple air conditioning, I seem to remember its something Saab implemented first.
