Whine on start up

Right every now and again when i start the car mostly from cold i get a slight wine for about a second.. Am i right in thinking this is the fuel filter and it needs replacing?

Personally I wouldn't have said it was anything to do with the fuel filter.
Sounds more like a pulley / tensioner to me.

Cheers i will give the tensioners a nip up on saturday then! Doesnt sound like a alternator whine though ive had many of these on previous vechiles, sounds alot different! Well im servicing my car again saturday so will check everythng over and will replace fuel filter anyway as i think needs doing! Then off to bodyshop monday for a front end resprayyy yayyyy
