I swear it should be just the one step; right?

Both lower lines should be level so the left is too high or the right is too low
Don't try and correct them yourself take it to an mot place its far easier
On flat ground, i'm sure the line should be same height as the bulb from 10meters.
Something like that anyway.

Looks like the nearside light is set a bit high. The "line" of the lights should be the same height for both, and it will obviously kick up on the left for a lhd car.
Their very simple to adjust, use the inner most adjuster (parked facing a wall as you are) and either raise the offside light, or lower the nearside one.
Im going to do this hopefully tonight. Ill use the lines between the bricks as a rough guide then off to MOT to check if its within the range.
Oh and make sure your headlight range adjuster is on 0 before they are set up
