I presume he means the wastegate.
I believe the PD engine doesn't have a wastegate, but the non-PD TDi engines have.
BUT, I think it works in the opposite way to a petrol engine - but I'm not sure how.

With a PD your problem if turbo related, and in line with an approximation of your enquiry, is most likely to be a seized variable vane unit due to carbon deposition.
I don't mean to hi jack this thread, but Ive noticed the same with my car (AWX). It makes a schu schu schu rather than the clean whoosh it used to. Is that normal?
