you can get the cover and the little washer jet seperate, the cover is 8E9 955 205C, looks like your missing the washer nozzle too which you will need, its 8E9 955 985

Also, the wiper hasn't worked since I bought the car. I can hear the motor when the wiper stalk is pressed, but no water comes out & the wiper doesn't move!

i'd say it was your wiper motor thats broke rather than the wiper itself. Its pretty easy to change if you get one from a scrap yard
