Rear Tailgate Lock Problem

Please can someone help?

I have a 2004 A3 and the tailgate will not lock when shut and remains open. The lock looks okay but there is a little box the size of a match box with a metal bar attached to it which is attached to the lock that does not move and looks as though it,s siezed.

Please can someone let me know if this is a common fault and how to rectify.
