Is it safe for my car to be fitted with 80 or 100 watt bulbs in the high beams (only in the high beams/front fogs) and would they fail m.o.t (being used in highe beam)?

They would certainly be illegal but it probably depends on how closely the MOT tester looks at the headlights. Your would probably need to change the headlight circuit fuses as well.
