is that right next to the exhaust? I think the fuel cooler is under the bonnet.
It looks like cooling fins for a final drive, its a bit difficult to tell from that picture.
diesel gets hot in the tank, expands and then not enough is delivered to the engine on each stroke. by cooling it down again it stops hot weather performance drain previously associated with diesels.
