Just a quick bit of electrics fault finding (my job atm btw) if it's both lights not adjusting it'll be nothing to do with the headlights themselves most likely (unless one was at fault and blew the fuse, but you've checked that already). Fuse-switch, switch or switch-loom will be where the fault lies
