couple of problems

cleaned the car today and found what looks to be some rust under the paint on the drivers door seems to be bubbled up about the size of a 5p.

would the dealer sort this ?

also the indicator stalk seems to be stiff and hard to disengage sometimes . is this normal ?

How old is the car,is it an 8P?

If it is under warranty and the rust is from the inside (i.e. under the paint) and the paint is not broken on the surface (i.e. not a stone chip), then my understanding is they should sort it out under warranty.
