BMN Engine Query

I have two queries about this (marked in red)... It's a BMN engine and you're looking at it from the left hand side of the engine (looking from the front of the car). It's not connected to any of the belts, but appears to be bolted/held onto the block.
1. What is it?
2. It appears to move/rattle when the engine is running - is this supposed to happen?!

Dont know what it is, but mine also rattles. I think/hope it is meant to lol
 
isn't it part of the belt tensioner? When changing the belt you have to turn it using the notch. I'm no mechanic tho.
 
It is attached to the aux belt, its the aux belt tensioner. It moves because it is sprung, that's normal.

yea tensioner, its sprung to a certain pressure so adjusts itself continuously
