I did a few searches around and a lot of forums have mentioned that it is not required to report a colour change, I however also contacted DVLA hoping to get a clear answer from them!
But then also came across 3M's UK website stating the follow:
"Colour change car wraps are seen by the DVLA as reversible so they don't need to be informed unlike when you paint your vehicle"
Reminds me of Canonball Run 2 with the White Countach that washes off to red
Personally if it was me I'd tell the DVLA...I don't want some pikey making off with my baby only for the police to be tracking a Black A3 when I fact it was white:busted_cop:
Yeah know what you mean, reminds me off the film jackel when he goes into the underground car park and sprays the colour off.

The register maintained by the Driver and Vehicle Licensing Agency (DVLA) essentially exists to assist in revenue collection, road safety and law enforcement. The Police and other enforcement agencies rely on the DVLA record for all vehicles-related investigations. It is therefore paramount that the information stored on the vehicle register is accurate and up to date.
DVLA records details given by vehicle manufacturers at first registration. Any changes to the vehicles details must be notified to DVLA by law.
By covering the entire vehicle in a coloured adhesive/vinyl wrap, it is DVLAâs view that the colour change should be recorded. To notify a change of colour you should complete section 7 of the registration certificate V5C and return it to DVLA Swansea SA99 1BA. You should receive a replacement certificate within two to four weeks.
