So.... My question is... What is that? And where is the water gone that it sucked?

as far as I'm aware its just a pipe that will feed any water away or fuel that's come over the edge when you've brimmed it.

just feeds it straight to the floor.

Not a clue but logic would say a drain to stop water /diesel sitting there and prob makes its way back to the floor

It is a soakaway for fuel and water.Occasionally gets blocked with daily grime. Stick a pipe cleaner down it to clean. When you pour water down it it should exit by the rear inner wheel arch.

If you stick your head under the rear bumper and look up towards the fuel flap you'll see a thin black tube. It's that :) a drain.
