Information ON TOP of rns-e units?

Can any one help describe what each part is relivant for...

Basically I need to know if the 'date' above the country e.g. belgium, is the date of when it was manufactured or not?

Here is the unit information I am talking about (NOTE: this is not my unit - I have found an image via google search to use as an example).
