read a article other day as that because the government have placed restrictions on the numbers of cameras on the roads, cops/councils are getting round it by putting film in the cameras that flashed with no film in.

1 in four used to have film now 3 in 4 or summat /ubbthreads/images/graemlins/burningmad.gif
