lower bumper ?

i got a 1999 A3 "sport" i've just bought a new upper bumper i saw a silver one today that had fog lights in the bottom of it, but i can't seem to find any lower parts with the fog light holes, anyone know where i can get one ?

all i can find is the ones which looks like this
