You can do this no problem.
You will also need to change the rear tho or it will look plain silly! You would need 4 new wings, 4 arch liners, fron and rear bumpers, and possibly the side skirts also for it to look right... It is certainly do-able and far from a HARD job (any good bodyshop will do this no problem), but will cost a bit.

roughly what cost am i looking at plus is it easy to wire the from washer jets to a car that hasn't any. I was told by someone that the panels allign up from the top but totally hang loose from the bottom and roughly how long would this take

you'll need to get a quote from a bodyshop for that mate. Go to a few and explain to them what you want.
