It's just that they seem very cheap compared to every where else?

Good/Bad experience's?

Yeah that is a cheap price.

Got some PIAA Xtreme Force 4700k ones and they are superb. Never tried the Philips but heard they are worth the money too and came top of the Autoexpress test.
