If so then yes it does, I think the weight carries it. Not sure but I bet the flywheel weighs a ton aswell which will keep it rolling. Or is it for example if you rev the engine when standing it takes a while to drop? If so then its not particularly slow but its not the most responsive engine in the world so isnt that fast either.
