remap question

first off car is audi a3 2.0 tdi sport 2003

ok so a mobile remapping guy around me has quoted ny cousin 200quid to remap his car. he asked the guy what he wanted it remapped to and said he could map it to whatever he likes 280bhp etc.. my cousin said 180-ish to be on safe side

few questions

1. would you use this guy?
2. how will the guy know its 180ish? as no rolling road and no tried tested maps

any advice?

Id ask for 400bhp and get him down to £150, Its a deal its a steal its the bargain of the M***** F****** century
