Wheel Alignment for Rear Camber

Hi all, I have the ECS adjustable tie bar installed at the back to replace the upper one. When I bring the car to alignment, my mechanic told me that whenever they try to adjust the camber by turning the tie bar screw, the toe angle will change as well. The best he can achieve now is -2'50" camber and 0'20" toe in for both sides. The toe adjusting plate is already sitting at the furthest position. My car is lowered using the Bilstein PSS coilover on its highest setting (I think its 30 to 40mm drop, not sure).

My question is if I wanna dial back the the camber to within -1'50", will it be better to swap the upper and lower bar?

Or is my mechanic using the wrong method to adjust the alignment?
 
some one else had this a few months back , I think they swapped it to the lower iirc.

I was going to fit mine to the top also as other people have done with no problems. Maybe it down to how low you go ?????
 
I haven't measure yet but I have 18's with 225/40 tires and there is about 1cm from the top of the tire to the fender
