secondary water pump problems

i have a ibiza cupra 20 vt my secondary water pump does not work at all it has 11volts at the terminals all the time it does not matter if the engine is running or not
does any one know what controls this pump as im stumped my old pump was toast ive changed it for a new one and still it does not work i thought i would try on this site as we all use the same engine

and yes ive checked fuses and all the normal things

PLEASE HELP IM LOST ON THIS ONE
