It pushes on the tensioning roller to tighten the belt to the correct amount.
If it failed, the belt would go slightly slack and possibly cause it to jump teeth and mash all you nice 20 valves against the pistons.
Having said that, even with the damper rod pushed right back, the belt is fairly tight. Not worth forgetting to change it tho. Few pounds versus broken engine and all that.
