what are the smallest wheels that fit on s3 without fouling? 16" ,, 15" ?

Depends on the wheel i guess but you should be able to fit the early standard 225 TT wheels which were 16" IIRC

6 1/2 x 16 will fit over the brakes...

Yeah, I got about 1-2mm clearance with S3 brakes and 16" A3 wheels.
