Electrical problems

Hi guys, trying to get my s3 back on the road but it's developed some electrical problems, the dip beam xenons and tail/brake lights aren't working but the full beam and side lights are, could it be a relay or something along that lines, I've checked the bulbs and the fuses so not sure what else to check, thanks, Gary.

Having removed the headlights i checked the plug that goes into the back of the headlight and it turns out the live feed to the ballast is getting no power but the full beam and sidelight wire is showing 14v, could it be a fault bulb failure module? Any ideas or help would be much appreciate, thanks
