Boost gauge showing 20+ psi but doesn't seem to pull like it should

Just purchased an S3 knowing it had a couple of problems mainly smoking on start up which I have been told to be the stem seals?
Anyway when accelerating the boost gauge is showing 23psi but as i also own a cupra r I no that it is not giving to pull that it should, any ideas?
Could it be boost leak after turbo but would this still show on gauge or maf sensor, any ideas?

Hi and welcome... have you scanned for fault codes? also what year of S3? (pre-facelift and facelift models have some significant differences)
