Power steering pump Question?

Hey guys. Ive got a A3 1.8T and need to figure out if my power steering rack is knackered or if its the power steering pump.
Im getting a whining noise when i turn the steering wheel and the engine revs up a tiny bit but im not sure how to eliminate if its the steering rack or the actual pump that's noisy?

Check fluid level... low level causes this...

What tuffty said, you may have the same problem as me and have a leak somewhere.

It could be a worn pump if fluids are ok.. same noise
