Passenger seat - goes all the way back after tilting forward, normal?

I think i have an issue with my passenger seat. The issues is as follows:

The seat will be in a normal position, not all the way back or forward. If someone tilts the seat to get into the back the seat will return to the fully back position, crushing the legs of the person who has just got in.

Im hoping if someone can tell me if this is normal or if its broken in some way

    Many thanks

    Tim

You can tilt the seat back before it crushes the person in the back.
