Manual Boost controller

Hey all, looking at a 1997 1.8t for my Girlfriend, the one ive been looking at says it has a manual boost controller fitted and turned up to 1 Bar.
A few q's:
How will this effect the car?
What are the advantages?
How would i go about removing it!
