225/45/17... so thats a nominal wall height of 101.25 mm or 10.125 cm
so nominal rolling diameter diameter = 43.18 + 2 x 10.125 = 63.43 cm
circumference = 63.43 x pi = 199.27 cm = 1.9927 m
215/40/17... thats a wall height of 86 mm or 8.6 cm
so nominal rolling diameter diameter = 43.18 + 2 x 8.6 = 60.38 cm
circumference = 60.38 x pi = 189.69 cm = 1.8969 m
If you were doing 90 mph whilst being chased by the police then (assuming your speedo is calibrated to your standard wheels)
90 mph is 40.23 meters per second
So your standard wheels would be doing 40.23/1.9927 = 20.19 revolutions per second
Now i think your speedo is calibrated to the number of revolutions your wheels are doing so if you had a different rolling radius/circumference your speedo would still read 90 mph when your wheels are spinning at 20.19 ***
If your 215/40s are spinning at 20.19 *** (90mph on the speedo) you would be covering
1.8969 x 20.19 = 38.30 meters per second you would be doing 85.67 mph.

Quick method
---> (new rolling diam/stock rolling diam)* speedo reading
( 60.38 / 63.43 ) * 90 = 85.67 mph
